The Impact of EPA's New Air Transport Rule - How High Will Electricity and Natural Gas Prices Climb?
Recorded Seminar Lesson A103w
How This Seminar Works
  1. Each seminar session consists of a high quality streamed audio recording combined with Internet-posted and PDF formatted PowerPoint slides. The audio recording includes all questions asked during the original presentation as well as the instructor's response.
  2. After registering for a seminar session, you will be emailed a Web link and password which will enable you to view the online seminar session through your computer's Internet connection. Seminar slides will also be provided in PDF format in case you want to print a copy.
  3. Upon registration, you will receive immediate online access to each seminar session you purchase. Your 48 hour viewing period does not begin until the first time the seminar is accessed. Flexible viewing options are available for groups of 10 or larger. Please call Janice Ohmura at 412-521-4737 for more information.
  4. After your access time is completed the online session will expire, but the PDF formatted seminar slides will be yours to keep. You can access the online seminar session using one or more computers, but you will need to register the total number of attendees who will view the seminar.
  5. Instructor contact information will be provided to you before you access the seminar. After you have viewed the presentation, questions can be directed to the instructor via email or telephone.

Recognition is growing that the Environmental Protection Agency's Cross-State Air Pollution Rules (CSAPR), issued July 6th, could result in a rapid and steep increase in natural gas and electricity prices: natural gas could jump by $1.00/MMBtu, and electricity could increase 25% or more in some regions.

Much will be at stake.

To make matters worse, these price increases could occur nationwide - not just in the 27 states directly impacted by the program. Notably, the impact on Texas, where SO2 emissions must be cut by nearly 50%, could be particularly severe and will certainly spill over into other states.

PGS Energy Training is proud to be the first to present a web seminar that will discuss in-depth the impact of EPA's new rule on prices for electricity and natural gas and likely prices for SO2 and NOx allowances.

What You will Learn
  • Why the Air Transport Rule is likely to become effective January 1, 2012 - despite the President's decision to delay tightening of the federal ozone standard
  • Whether some widely-circulated estimates of the impact on natural gas demand are exaggerated
  • How steeply electricity prices might rise in Texas
  • Whether reliability in ERCOT could be seriously impaired
  • The need to reduce emissions significantly below EPA's new caps in order to create a reserve of banked allowances for future use
  • Pitfalls in EPA's new variability rule
  • Why the breakeven price between natural gas and coal-fired generation is likely to be much higher than current levels
  • How this will affect the floor price for natural gas
  • The potential impact of weather on prices for SO2 and NOx allowances
  • Why the impact of the CSAPR on electricity and natural gas prices in the western U.S. and other regions not covered by EPA's new rule could be nearly as great as in the covered states
  • Why there will be an increased risk of price spikes
  • Specific price forecasts for natural gas, electricity and coal, and for each of EPA's four new emissions trading programs
  • How industrial energy users will be affected
  • Impact on renewable energy
  • Potential new opportunities for demand-side management and the smart grid
Your Instructor

Andy Weissman is a Partner in the Wall Street law firm of Carter, Ledyard & Milburn LLP and Editor-in-Chief of Energy Business Watch, one of the premier energy market advisory services in the country. He has more than three decades of experience providing strategic advice and counseling to major electric utilities, independent power producers, natural gas and coal producers, large energy users, hedge funds and other major financial institutions and retail and wholesale energy marketers. During the past decade, he repeatedly has been among the first to spot major price trends in the electricity, natural gas and coal markets. Earlier in his career, he helped to pioneer the use of emissions trading in the U.S., structuring nearly all of the early transactions under Title IV of the Clean Air Act Amendments of 1990, which established a "cap and trade" program for precursors of acid rain.
