The Pipeline and Hazardous Materials Safety Administration (PHMSA) has released a Notice of Proposed Rulemaking (NPRM) to substantially revise its rules (at 49 CFR Part 192) around the testing and integrity of pipeline systems, validation of data and records as well as the expansion and additional regulation of gathering lines.
There are at least five (5) significant rulemakings that will transform the regulatory requirements for pipelines in the near future and in the decades to come. These changes seek to address dozens of Congressional mandates, National Transportation Safety Board recommendations, General Accountability Office reports as well as other organizations. These changes will impact virtually every aspect of pipeline regulations including operator qualifications, control room management, integrity management, risk modeling, and the applicability of requirements to gathering operations.
The goal of this training is to provide participants information as to the proposals being put forward for comment and the issues identified and impacts, both financial and operational, of the changes to operators going forward. The course will also highlight increasing activity at the State level with respect to oversight of pipelines and the potential impacts to state enforcement activity.
